Dominic O. Oromo
Mr. Otwari is an Economist and Statistician. He is experienced with all stages of inferential statistics and time series. He is well versed with numerous computer applications of statistical packages such as SPSS to manage and analyze large datasets, gaining actionable insights for data-driven decisions. For example, he uses STATA, the statistical software for data science, to provide data science needs—data manipulation, visualization, statistics, and reporting. E-VIEWS, to work with time series, cross-section, or longitudinal data. EPI-INFO is used to develop disease surveillance systems and public health analytic methods.
His proficiency extends beyond statistical packages to include Python and digital marketing skills. These skills, such as content creation, web analytics, social media marketing, email, and mobile marketing, demonstrate his versatility and adaptability in the ever-evolving field of data analysis.
As a member of the Uganda Statistical Society, he actively contributes to the society's initiatives and participates in knowledge-sharing activities.
A graduate of Kyambogo University with Honors and Awards, Otwari enjoys converting Statistical variables into visual figures, a skill honed during his academic and professional journey.

Census Kabang Lo-liyong
As a founding member of Azure Consulting, Ms. Census is an experienced Policy Coordinator, Census brings over a decade of expertise in consulting, project management, and strategic planning. Her career has been driven by a vision to provide impactful leadership and comprehensive policy analysis across the public sector, non-profits, and international development arenas. I have a proven track record in fostering stakeholder engagement, advocating for legislative priorities, and managing complex data-driven initiatives. Ms. Lo-liyong diverse background includes crafting environmental and petroleum policies in South Sudan, spearheading advocacy strategies for Iowa Land Records, and developing innovative programs at the Evelyn K. Davis Center. With a strong commitment to driving positive outcomes and enhancing organizational efficiency. She is dedicated to leveraging her skills to support mission-driven initiatives and sustainable development goals.
Charles Saki BAKHEIT Ph.D.
Dr. Bakheit’s research includes stochastic modeling in the physical and life sciences, and data analysis in the medical, agricultural, and engineering fields.
Dr. Bakheit’s publications cover Applied Statistics. He contributed to the study on the limit’s properties of Semi-Markov processes and their applications in Applied Probability. He contrasted the application of Artificial Neural Networks techniques with statistical methods. Collaborated with Engineering College on modeling of air pollution and traffic accidents data analysis and Biology department to study the ecology of Omani turtles. I am also pursuing research in the theory of Semi-Markov processes. Dr Bakheit has focused his attention on developing higher education in South Sudan.
Dr. Florence Lado
Dr. Florence Lado obtained a Doctorate of Business Administration in Entrepreneurship and Business Management (DBA-EBM) from California InterContinental University in California, USA. In 1999, she received a Master of Science in Information Systems (MSc) from the University of Leeds in the UK, focusing on Computing and Management within the Faculty of Engineering after completing her Bachelor of Arts in Business Studies and Mathematics at Kenyatta University in Kenya.
While working with AMSCO Development Solutions for TradeMark East Africa South Sudan, Dr. Florence Lado developed the Women in Trade Programme capacity in Nimule, Kaya, and Nadapal. Her responsibilities included leading and coordinating a team of four trainers and mapping out Women in Informal Cross-Border Trade, Women Entrepreneur Associations, Government Ministries, and Border Officials. She also led training sessions for Women Informal Cross-Border Traders in Nimule/Elegu and conducted Training of Trainers with the University of Juba, School of Management Science.
As a consultant on Gender and Human Rights, she evaluated the Local Governance and promotion of the Peaceful Co-existence Project in South Sudan under the GIZ Rural Governance Program. Additionally, Dr. Lado worked as a consultant for the GIZ-FSAD (Food Security and Agriculture Development), helping partners better understand food security challenges.
Sam L. LAKI, Ph.D.
Professor of Water Resources Management Agricultural Economics, Michigan State University, East Lansing, MI; His research areas include agricultural economics, specializing in agricultural and resource development.
Dr Laki advises on implementing the Comprehensive Agriculture Master Plan (CAMP) and the Irrigation Development Master Plan (IDMP) with a focus on IDMP investment plans to complement CAMP. The objective is to develop further CAMP/IDMP investment plans that are aligned with national development policies and National Development Strategy (NDS) and with the Ministry of Agriculture and Food Security, Ministry of Water Resources and Irrigation, and other Economic Cluster ministries CV.
Augustino Atillio Macar Narige
Mr Augustino Atillio Macar Narige is a dedicated and results-driven professional with extensive experience in consultancy and leadership roles in food and nutrition security, policy development, stakeholder engagement, and coordination of agricultural and rural development projects. He has a proven track record of delivering high-quality consultancy services for reputable organizations such as the EU, World Bank, FAO, Oxfam, and AfDB.
Adept at leading inter-ministerial task forces and focal points for critical agricultural advisory forums. Led initiatives focused on food and nutrition security policy and conducted a rapid assessment of South Sudan's food system, providing valuable insights for strategic decision-making as FAO National Consultant. Developed comprehensive training modules on policy development process guidelines, delivering impactful training sessions to enhance knowledge and capacity in policy development for the EU.
Augustino provides crucial support in conducting and facilitating regional stakeholder validation workshops and policy dialogue meetings as a National Consultant, leading national assessments, and a critical role in coordinating livestock and fisheries development projects and economic growth as a World Bank Consultant.
Mr Narige engages in capacity-building initiatives, including for Oxfam–GB, to empower individuals and organizations in agriculture and rural development.
Prof. Peter O. TINGWA
He is an agricultural professor and an expert in agriculture (education, research, planning, and implementation). Prof Peter Tingwa was formerly the Dean of the College of Natural Resources and Environmental Studies of the University of Juba and a veteran of four UN Peacekeeping Missions: Somalia, Sierra Leone, and Liberia.
He has written on economic recovery, reconciliation, the restoration of governance and state authorities), and higher education. He was a professor of agriculture at the University of Khartoum (teaching, research planning, and the management of universities). He has worked in peacekeeping operations in many countries and agriculture in South Sudan for various donors. An avid enthusiast of South Sudanese history. He is a consultant and advisor.
Tomasz Iwanow, Ph.D
Dr. Tomasz Iwanow is a renowned Program Manager with over 17 years of professional experience, making significant contributions to academia, research, consultancy, and government advisory roles. His expertise lies in managing EU Funds, program development, and leadership, with a specific focus on supporting South Sudan's regional integration reforms agenda. Some of his key accomplishments include drafting Lesotho's Investor Roadmap, reviewing business laws in South Sudan, and providing capacity-building support to the South Sudan Bureau of Standards.
Dr. Iwanow's experiences showcase his exceptional leadership, project coordination, organization, communication, and team management skills, particularly in fragile and insecure environments. His role as the Technical Advisor to the South Sudan Secretariat for EAC Accession serves as a testament to his adaptability and resilience. Notably, he led successful negotiations for South Sudan's accession to the East African Community (EAC) in 2016, which involved committing to comprehensive economic and Private Sector Development (PSD) reforms. Additionally, Dr. Iwanow provided policy advice on the South Sudan National Trade Policy framework through an EU-funded project.
One of Dr. Iwanow's most significant roles was drafting the South Sudan National Trade Policy, demonstrating his ability to shape economic policies and his profound understanding of trade dynamics. In this capacity, his responsibilities were extensive, encompassing project implementation, donor relations, leading technical teams, overseeing day-to-day operations, establishing a local team in South Sudan to support job creation, drafting government policies, conducting training and capacity-building activities, economic analysis and research, and organizing conferences and workshops.
